As threats evolve, more US government agencies have the need to subcontract with private security firms. A big rift exists between the notable absence of formal surveillance detection training and its effectiveness in the global efforts against terrorism. In addition, government agencies often confuse surveillance detection with countersurveillance. SD is a precursor to a countersurveillance operation. The beauty of SD is that average citizens can be trained to practice it legally, thereby increasing the amount of real-time intelligence that can be acted upon by trained, qualified countersurveillance operators.
